The GDR's social system is stable, the people have confidence in their state; they have a strongly marked sense of justice and the majority of citizens feel responsible for the enforcement of the law. Most criminal offences do not represent any serious threat to society or to people. They are mainly simple thefts doing only slight material damage. In the case of the majority of offenders their deeds are in stark contrast to their general conduct. All this has made possible the fact that in the GDR about 75 per cent of all misdemeanours are punished by disciplinary measures without confinement in prison. Some of the most serious crimes such as attacks by armed gangs on banks, buildings and people, bank robbery in general, fraudulent bancruptcy, the forging of bank notes, rape by hordes have not been committed in the German Democratic Republic for years. A plague such as the banding together of adolescents in gangs of rowdies as exists in western countries has also been broadly overcome. Since the foundation of the German Democratic Republic crime has been decreasing almost constantly. Here is a comparison of crime in the two German states: ..."
